H-1B Visa Cap Fills Quickly and Tech Talents Look Elsewhere

According to reports from USCIS, 65,000 H-1B visas capped for 2020 had been reached on 5th April 2019. Although the program is filled each year rapidly, this year makes the sixth year in a row in which the cap fills within four days after the portal was opened. According to Dice.com, the 65,000 H-1B visas are capped for international born tech workers, and international talents with higher degrees are awarded extra 20,000 H-1B visas.

Tell-tale Signs of a Tight Labour Market

According to CEO Envoy Global, Richard Burke, the speed at which available slots were filled describes how tight the US labor market is He also added that his firm’s customers now rely on the H-1B visas to fill their need for talents due to the unavailability of such in the country. He further said that the system may be broken due to the way it is structured as it does not cater to the demands of those in need. He pointed out that about 195,000 H-1B visas were allocated in the early 2000s, but recently, the application filed for the 65,000 allocated visas (which are always filled immediately) are almost 200, 000.

Talent Going Elsewhere

According to Burke, talents are no longer coming to the US because of the program. Canada or their home country has become the preferred options. According to Dice.com, this has caused most companies to use incredible benefits to lure foreign talents. Most offers include funded relocation, travel expenses, paid to house by companies, and even the sponsorship of candidates for green cards.

Flipping the Script on Advanced Degrees

USCIS received enough applications for 65,000 visas allocation, and in less than seven days, another announcement was made that the additional 20,000 visas meant for advanced degree holders have also been filled with enough applications. Under the new rule made, Entry into the yearly “general pool” was made for all applications. The remaining applicants with advanced degrees were entered into the “master’s cap” pool. This system of entry is different from previous ones, where the reverse was done. Once enough petitions are filed, others are rejected by USCIS and fees returned. This shows that under the new system, Advanced-degree Holders have the opportunity of obtaining a visa, and more of them will be hired by companies. However, it is still unknown whether the changes in the program will bring the desired results.
